if it comes up and curves forward that is your belt tensioner to rump the pump on the rear end. You should push it down while tractor is running to engage the pump to drive it

and whatever you do, DO NOT pull it up while in motion. It is also your parking brake, and you'll break the park pawl.

And also, another purpose of the handle is to release the drive belt from the engine to crank it. Making the starter turn the engine and transmission will reduce the starter life, as well as drain the battery much faster in the event that you need more than one attempt to start the engine.

In short, just as Hobie and Eldon said- When the engine is off, and until it has been started, the handle should be up. This disengages the drive belt, but holds the parking brake on. After the engine is running, the handle should be down.
