yes, forgot to mention it. I used startup spray but it is possible that carb might have some oily stuff inside...

Yep, pull the fuel bowl from the bottom of the carb and see how it looks in there.

Depending on how long it's been sitting, probably time for a rebuild.

That's a sickle bar mower you have on that tractor!   Used for cutting weeds and fields of whatever!

I would take the carb. off, take it apart and clean it real good. Blow all passages out with compressed air especially where the needle jets go. Put it back on and it should fire up when you get gas to it. Watch your fuel filter to see if it's pumping gas. Good Luck, and let us know when it starts.
