I'd put a tube in it. They never seem to seal right without the tube.

Remove valve from inside stem and you will get a faster flow to inflate at a greater rate. Once seated or the POP of the beads seating ,let air off while you install the vave and inflate to proper PSI .. Works better that way on all tires. Bouncing helps on some ,but not allways due to size. Hope this helps .

For small wheels, I use one of those little cinch down straps you use in the back of your truck. circle the tire, and pull the strap to squeeze. It pushes the edges of the bead out where they can get a hold. sometimes a little watered down dishsoap (leftover dishwater) can help you set a bead. Whatever you do, don't use any sort of oil. The oil doesn't evaporate, so it never actually seals. Because it stays slick, you can actually blow the tire past the bead. I think Mike in ND can speak personally to that!
